Telephone users in the UAE have cause for joy. Conversations need not take place through expensive calls alone. It is now legal to use voice-based applications on the Internet.

In a significant policy shift, the Telecom Regulatory Authority (TRA) said on Monday it had permitted UAE’s telecom service providers to enable such applications.

It means telecom giants Eitsalat and du can make third-party services like Skype, Vonage, Zfone, MindSpring  or Minisip available to Internet users at a potential cost more bearable than the telephone tariff.

Satellite-based telephone firms Thuraya and Yahsat can also tie up with such third party providers and extend the option to consumers. Till now it was not permissible to do so.

The regulatory authority’s policy framework allows licenced telecom operators to provide the Voice over Internet Protocol, better known by its acronym VoIP, to all categories of customers.

Releasing the VoIP policy, TRA Executive Director Mohammed Gheyath said VoIP would be part of the portfolio of services being provided by licenced operators like Etisalat and du.

It is up to the operators to decide when to introduce the services and to what tariff plan. “They would be able to decide on these issues after evaluating the market conditions,” Gheyath said. “We will also be watching the market till the year-end.”

He further said, “There are many factors to be taken into consideration in determining the cost of long-distance rates. There may be scenarios where international calls using VoIP Services may be more economical than current rates.”

TRA has made it clear that the telephone users can make use of VoIP only through licence holders like Etisalat and du. However, exceptions can be made in special cases like educational and research institutions.

Other closed groups such as banks, which have common ownership and interest, will also be able to use VoIP directly within their units in different locations without going through licenced operators, the TRA official said.

Within hours of the announcement, Etisalat said it would provide its business customers with reliable and secure VoIP solutions  with immediate effect.

However, other customers of Etisalat will have to wait for some time before they can make VoIP calls. Etisalat said the business models for providing the service were being examined.

“The VoIP policy is progressive and forward-looking,” a spokesman for du said. “We are closely studying the policy, but at this juncture it is premature for us to commit to a time-frame or comment on a price point. That said, without doubt, we are committed to offer the best service at competitive rates.”

Both Etisalat and du had stated earlier they had the infrastructure to provide VoIP facilities.

In the first phase of its overall strategy, Etisalat will design and deploy a customised solution for enterprise businesses. This way the management of their telephone network can be outsourced, thereby offering benefits such as a lower total cost of ownership and higher staff productivity, it said in a release.

While Thuraya is already in operation, Yahsat will launch its operations only after the Yahsat 1 satellite is put into orbit and starts operation next year.
