The BBC is developing an app that allows mobile users to directly view and control television content.

A breakthrough that expands apps’ abilities to interact with TV.

The app, created by Orchestrated Media, lets smartphone and tablet users jump to different scenes as they watch a recorded TV show during broadcast, thanks to a “symmetric sync” between the two devices.

For live TV shows, the app displays broadcasters’ online information about their programs.

For example, the BBC plans to debut a pilot program on Saturday in which 200 people play along with a game show on their mobile devices with the app.

Miso, a media check-in app, developed a similar social TV platform and just signed a deal to support a “second screen,” synced companion app to the new season of “Dexter.”

The BCC’s app, though ahead of the rest in its ability to scroll through and interact directly with live and broadcast TV content.

Joins others like it that seek to bridge the gap between TV and mobile communications.

In July, the Discovery Channel launched the “SharkWeek Live” app, meant to guide users through extra facts and trivia about the creatures as they watched the shows.

This app, however, functioned as a passive companion, unlike the BBC’s two way version, which allows for live interaction.

The BBC plans to take its unique app to the W3C Internet standards organization.

Along with talking to other TV industry giants, in order to create common standards for future use of this technology.

In an effort to let users watch basketball games on their mobile devices when away from the TV. This app, however, did not have the BBC app’s ability to remotely stop and start shows on the TV screen.

Council chiefs hope it will mean other firms looking to locate to the city to take advantage of Virgin Media switching on a major expansion of its fibre optic cable network.

Businesses in Southampton are set to get a boost from faster Internet connection in the second half of this year.

Currently passing just under half the city, Virgin Media is nearly doubling the size of its network, with the first area of expansion scheduled for completion in September.

The company says tens of thousands of extra residents will soon be able to access the best digital and home entertainment services including the UK’s fastest Internet service – 100Mb broadband – and Virgin Media’s new TiVo TV service.

Virgin Media’s broadband, reported by Ofcom to be the only service in the UK to deliver on advertised speeds, will be available across Virgin Media’s network as areas are added in a construction programme that will continue through to December in order to reach 80,000 Southampton households.

The 100Mb top service will give residents Internet access that’s more than 16 times the national average speed.

Virgin Media is also bringing its fibre optic powered digital TV service to the area, including its new TiVo powered set-top box. The TiVo Service combines hundreds of TV channels with thousands of hours of programmes, including in HD and 3D, all ready to watch on demand, as well as parts of the web, such as YouTube, all in one place.

The TiVo service has the ability to record up to 500 hours of TV whilst learning from the households’ viewing habits and features unique trademark “thumbs up” and “thumbs down” buttons.

Councillor Royston Smith, leader ofSouthampton City Council said: “Having the UK’s fastest Internet service will be a massive boost to business in Southampton. This is a huge coup for businesses here and those wishing to locate here.

“We have been working with Virgin Media on this project for some months and are very pleased this will bring high speed broadband to both businesses and residents.”

Caroline Nokes, MP for Romsey and Southampton North, added: “I certainly welcome the fact that today many Southampton residents are already able to access 100Mb broadband services and by the end of 2011, the whole of Virgin Media’s network in Southampton will be able to.”
